Phase 2 of the National Rollout of STARSS
Project Synopsis
With funding from the CAPC/CPNP National Projects Fund of the Public Health Agency of Canada, over a twelve month period (October 2009 to October 2010), Phase 2 of the National Rollout of STARSS will build upon the successes experienced in Phase 1 and expand the experience by:
- Establishing new rollout sites to include provinces and territories not included in Phase 1 of the national rollout of STARSS (NWT, British Columbia, Saskatchewan, New Brunswick, PEI, Newfoundland/Labrador)
- Providing on-site training to new rollout sites at the beginning of the project
- Providing on-site training/trouble-shooting to new rollout sites at a mid-point in the project
- Encouraging links between old and new rollout sites by establishing regional mentors (staff of the Phase 1 rollout sites) who can provide implementation and maintenance advice to the new rollout sites; these linkages will also support the sustainability of the national STARSS initiative beyond the funding proposed by this project
- Supporting the implementation of STARSS strategies within and among the rollout sites through national meetings, telephone, and electronic communication
- Expanding the project’s national advisory committee to include staff of the new rollout sites, ex-officio PHAC program consultants from provinces / territories of the new rollout sites, and provincial/territorial leaders in tobacco strategies in those same regions (who can act as regional supports to enhance the sustainability of STARSS nationally and regionally)
- Developing a train-the-trainer guide (in English and French) to support the training activities undertaken by rollout site staff and to enhance sustainability of the proposed project
The rollout sites from Phase 1 will support training of the new CAPC/CPNP rollout sites as regional mentors and will be involved in the evaluation of the train-the-trainer guide. All project partners are or will be members of the project National Advisory Committee. The partners will meet by teleconference monthly and face-to-face twice during the course of the project. Project partners will also provide promising practices information about the training needs for CAPC/CPNP projects to continue to implement STARSS within their communities/regions. They will also review information developed by project staff, facilitate links with others who could provide feedback, and assist in resource dissemination. Other service providers who have had experience in providing STARSS training may be solicited to provide extended feedback on draft and final versions of the proposed training manual.
